Jackson County Grand Jury indicts 28

The Office of the Jackson County Prosecuting Attorney announces that the Grand Jury sitting in the February, 2021 Term of Court in the Circuit Court of Jackson County, West Virginia has returned 30 Indictments against 28 named individuals, as follows:

• Brian Bertloff, (29) of Cleveland, Ohio was indicted with one (1) count of Prohibited Person in Possession of a Firearm, a felony. 

• Jonathan Spencer, (36) of Cottageville, was indicted with one (1) count Transferring or Receiving Stolen Property, a felony. 

• Mildred Casto, (55) of Given, was indicted with one(1) count of Embezzlement, two (2) counts of Forgery, two (2) counts of Uttering, two (2) counts of Falsifying Accounts, thirty-one (31) Counts of Fraudulent Use of An Access Deliver, ten (10) counts of Computer Fraud, one (1) count of Fraudulent Scheme, and one (1) count of Conspiracy to Commit a Felony, all felonies. 

• Bobby Casto, (64) of Given, was indicted with one (1) count of Fraudulent Scheme, one (1) count of Conspiracy to Commit a Felony. 

• Galen Cochran, (57) of Liberty, was indicted with one (1) count of Soliciting a Minor Via Computer, a felony. 

• Richard Corns (66) of Ripley, was indicted with one (1) count of Possession with Intent to Deliver – Methylenediozymethamphetamine (MDMA), one (1) count of Possession with Intent to Deliver – Methamphetamine, and one (1) count of Delivery of a Controlled Substance – Methamphetamine, all felonies. 

• Cameron Davidson, (30) of Township, Michigan was indicted with one (1) count of Attempt to Commit a Felony – Obtaining Controlled Substance by Forgery or Misrepresentation, a felony. 

• Jason Durst, (43) of Cottageville, was indicted with one (1) count of Delivery of a Controlled Substance – Methamphetamine, one (1) count of Conspiracy to Commit a Drug Felony and one (1) count of Possession with Intent to Deliver – Methamphetamine, all felonies. 

• Kendra Edens, (34) of Ravenswood, was indicted with one (1) count of Possession with Intent to Deliver – Methamphetamine, a felony, and Simple Possession of Marijuana, a misdemeanor. 

• Randall Estep, (48) of Ripley,  was indicted with one (1) count of Breaking and Entering, a felony, one (1) count of Petit Larceny, a misdemeanor, one (1) count of Grand Larceny, a felony, one (1) count of Destruction of Property, a felony and two (2) counts of Breaking and Entering of an Automobile, a misdemeanor. 

• Joshua George, (37) of Kenna, was indicted with one (1) count of Driving While License Suspended or Revoked for DUI, Third Offense, a felony, and one (1) count of Simple Possession of Methamphetamine, a misdemeanor. 

• James Hall, III, (32) of Leon, was indicted with twenty-nine (29) counts of Fraudulent Use of an Access Device, all felonies. 

• Gary Hatcher, (22) of Evans, was indicted with one (1) count of Delivery of a Controlled Substance – Marijuana, a felony, two (2) counts of Conspiracy to Commit a Felony, one (1) count of Possession with Intent to Deliver – Marijuana, a felony, Transporting into State to Deliver – Marijuana. 

• Keira Stutler, (20) of Leon, was indicted with one (1) count of Transporting into the State to Deliver – Marijuana, a felony, two (2) counts of Conspiracy to Commit a Felony. 

• Joseph Abramovich, (27) was indicted with two (2) counts of Conspiracy to Commit a Felony. 

• Adam Thornton, (25) of Parkersburg, was indicted with one (1) count of Driving while License is Suspended or Revoked for DUI - Third Offense, a felony. 

• Todd Scaggs, (57) of Kenna, was indicted with one (1) count of Shoplifting – third offense, a felony, one (1) count of Possession with Intent to Deliver – Heroin, a felony, one (1) count of Possession with Intent to Deliver – Methamphetamine, a felony, one (1) count of Possession with Intent to Deliver – Marijuana, a felony. 

• Nicholas Lupson, (29) of Charleston, was indicted with one (1) count of Destruction of Property – Amount Greater than $2,500, felony, one (1) count of Harassment, a misdemeanor, one (1) count of Violation of a Protective Order, a misdemeanor. 

• Winfred Miller, (26) of Sandyville, was indicted with one (1) count of Grand Larceny, a felony, one (1) count of Conspiracy to Commit a Felony, one (1) count of Destruction of Property - Valued Less Than $2,500, a misdemeanor. 

• Christopher Slater, (18) of Sissonville, was indicted with one (1) count of Grand Larceny, a felony, one (1) count of Conspiracy to Commit a Felony, one (1) count of Destruction of Property -Valued Less Than $2,500, a misdemeanor. 

• Joshua Smith, (41) of Alum Creek, was indicted with one (1) count of Failure to Pay Child Support, a felony. 

• Howard Ramsey, (54) of Cottageville, was indicted with one (1) count of Attempted Murder, a felony, one (1) count of Wanton Endangerment Involving a Firearm, a felony, one (1) count of Prohibited Person in Possession of a Firearm, a misdemeanor. 

• Donovan Barber, (30) of Rock Hill, South Carolina, was indicted on one (1) count of Possession of a Controlled Substance with Intent to Deliver – Marijuana, one (1) count of Possession of a Controlled Substance with the Intent to Deliver – Fentanyl, one (1) count of Transporting a Controlled Substance into West Virginia with the intent to Deliver – Marijuana, one (1) count of Transporting a Controlled Substance into West Virginia with Intent to Deliver – Fentanyl, one (1) count of Conspiracy to Commit a Drug Felony – Possession with Intent to Deliver – Fentanyl, and three (3) counts of Conspiracy to Commit a Felony. 

• Phillip Johnson, Jr., (30) of Columbus, Ohio, was indicted on one (1) count of Possession of a Controlled Substance with Intent to Deliver – Marijuana, one (1) count of Possession of a Controlled Substance with the Intent to Deliver – Fentanyl, one (1) count of Transporting a Controlled Substance into West Virginia with the intent to Deliver – Marijuana, one (1) count of Transporting a Controlled Substance into West Virginia with Intent to Deliver – Fentanyl, one (1) count of Conspiracy to Commit a Drug Felony – Possession with Intent to Deliver – Fentanyl, and three (3) counts of Conspiracy to Commit a Felony. 

• Wesley Powers, (22) of Columbus, Ohio, was indicted on one (1) count of Possession of a Controlled Substance with Intent to Deliver – Marijuana, one (1) count of Possession of a Controlled Substance with the Intent to Deliver – Fentanyl, one (1) count of Transporting a Controlled Substance into West Virginia with the intent to Deliver – Marijuana, one (1) count of Transporting a Controlled Substance into West Virginia with Intent to Deliver – Fentanyl, one (1) count of Conspiracy to Commit a Drug Felony – Possession with Intent to Deliver – Fentanyl, and three (3) counts of Conspiracy to Commit a Felony. 

• Cecil Sharp, (50) of Ripley, was indicted with one (1) count of Prohibited Person in Possession of a Concealed Firearm, a felony. 

• Michael Flowers, (27) of Goldsboro, North Carolina, was indicted with one (1) count of Possession with the Intent to Deliver – Marijuana, one (1) count of Conspiracy to Commit a Felony, one (1) count of Simple Possession –

Marijuana, a misdemeanor. 

• Carsheme Ruffin, (30), of Goldsboro, North Carolina, was indicted with one (1) count of Possession with the Intent to Deliver – Marijuana, one (1) count of Conspiracy to Commit a Felony, one (1) count of Simple Possession – Marijuana, a misdemeanor.
